Xampp page wont open in Firefox when internet is off

i open Firefox and type http://localhost/
and no page open offline, But when i connect internet it opens the xampp page.
please tell me solution, i want to access the xampp page without net offline in Firefox latest version.

Start Firefox, click on "File" in top menu and switch off the last but one Option "Work Offline..." (or similar, I have got the german version and dont know the english menus exactly).

This has NOTHING(!) to do with Xampp.
