Total webserver noob needs help

The company that I work for, in part, monitors security cameras for their clients. The clients go to our website, login, and can view links to their dvr systems only. Now one of our clients was broken into so we want to put a link to the video on their page where only they can access it. I have a couple guesses about what needs to be done, but I can't make any progress.
This is the first time I've used anything contained in xampp so any help will be greatly appreciated.
Also, I personally use Linux so if this is easier on there, let me know.

okay, I can start the server and access the site but I still can't do what I need to. Pressing the admin button for mysql in the xampp control panel just crashes the mysql service.

What version of XAMPP and which OS are you using?
