Add new FTP users for Xmapp

Hi folks, quick question:
How do you add additional FTP users to Proftpd? (add not by adding OS-level accounts, just FTP).

I searched and found documentation about running an "adduser" command, and also about adding a file called passwd, neither which have worked.

Can someone point me in the right direction?
