Phpmyadmin, creating new database= no privileges

Phpmyadmin, creating new database= no privileges

In phpmyadmin, I can#t create a new database as apparently I have no privileges to do so....
I have setted up the user config info and made it the same as the mysql user and pass
How do I get privileges :?

If you log into phpMyAdmin as root then you will have full privileges.

How are you logging into phpMyAdmin?
