db_create.php: Missing parameter: new_db

I have followed all the instructions in FAQ 2.8 and I still get this message.

This is a new install, Apache/2.2.11 (Win32) PHP/5.2.9-1 on WindowsXP Prof. SP3
MySQL client version: 5.0.51a,
PHP extension: mysqli
PHPmyAdmin Version information: 3.1.3.


It's taken 6 days just to get the homepage to load. I don't need anymore of these problems!!!
