Help !!! "CLI has stopped working"

I'm running XAMPP 1.7.0 ( which has Apache HTTPD 2.2.11, MySQL 5.1.30, PHP 5.2.8 + Switch, OpenSSL 0.9.8i ) on Windows Web Server 2008 and every time I run PHP by command line, the OS throws this error "CLI has stopped working" with the detailed infos below. I googled and some people say that it was due to the file libmysql.dll but this didn't work. Anybody, please help !!!
