Restart Apache need computer rebooting

I have installed last version of XAMPP on XP SP3 as a local server. It work fine but I have a problem when I change httpd.con

Previously I had a web server with Apache, PHP and MySQL installed separately. For each change in httpd.con simply I restarted Apache and all worked.

Now the same operation in XAMPP control panel don't work: I receive a busy message in the shell and I need to reboot my PC. Where is the problem?

I need to modify httpd.con frequently to change server directory (I'm a web developer and each website is a folder): is there another way for this?
