No background image

Using XAMMP on Ubuntu. Trying to port a theme to Drupal. When I try to call a background image from a css file the background image does not show. When I type the path in the bar I get You don't have permission to access /name/sandbox/sites/all/themes/zen/imperialdecree/images/bg-wood.jpg on this server. What can I do to fix this?

hmmm seems to just be the .jpg if I use .png it works why will it not show .jpg's?

Any clues in the Apache error log?

Experiment by changing the EnableSendfile setting in the httpd.conf file.
