Cannot open .bat (batch) file for XAMPP 2b set up or start

I am logged in as admin on my windows XP computer. I downloaded XAMPP the other day and tried to run the file setup_xampp.bat but I got an error message. I did not have Skype turned on. Does this have any influence on starting the batch file. I think it's a windows problem and not XAMPP.

Skype has no effect on anything other than your sanity and port 80 that Apache needs exclusively.
