How to limit download connection in XAMPP??

Hello Sir,

I would like to know how to limit download connection in XAMPP. I have found thos modules on google called "mod_limitipconn" http://dominia.org/djao/limitipconn2.html but I can't use it in XAMPP. Anyone has tried this yet? I have downloaded pre-complied version for Win32 and then followed the instruction but when starting the service always get the error. Please help!

mod_bw should work with XAMPP.

Thanks for your reply. I have read on the readme file and found this limitation.

Limitations : This mod doesn't know how fast is the client really
downloading a file, so it just divides the bw assigned
between the users.
MaxConnections works only for the given scope. (i.e , all
will limit maxconnections from all,not per ip or user)

"all will limit maxconnections from all,not per ip or user" it doesn't limit max connection download per IP?
