Connecting to localhost via ftp

Start the FTP-Server? Why do you need it? You have direct access through the file system.

I have to CHMOD the folder and files. How do I CHMOD without FTP program?

You do NOT have to chmod any files or folders. chmod is a command for Unix based Operating Systems, it does not exist on Windows.

Just skip this step under Windows, your Script will work anyway.
