By far not!
I recommend to install Windows periodically, as it is not a good Operating System as Linux (for example) and gets slower und uglier from week to week. The "registry" (the greatest "crime" of Microsoft in Computer History) is getting bigger and bigger, slowing down the machine, virusses and worms infects the system (even if you feel save) and therefore it is always a good idea to do a full re-install of Windows and your software. And, as a nice sideeffect, unused software, which only occupies many megabytes on your disk, will be deleted.
A new install is a one hour job - and after you feel like after a refreshing shower! You may then install the desired software and restore the user-data, which should be backuped before.
