Still Can Not get passed Database page

I believe my last question is still the clue to the problem. I was told by my friends at the site I intend to work on, that like any other site, like this one you pick your own password and username, but that does not work here.At http://localhost/joomla It must be something specific, and I don't know where to find that or how to create it. If you look at my other thread you will see all I've done..... Thanking you in advance, bork21
