Stumped - Access Forbidden on Virtual Host

I am absolutely stumped. I have been trying to setup a virtual host, but keep getting an "Access Forbidden" error whenever I try to access it.

Here is my v-hosts file:

I have not changed httpd.conf at all, and have put in just a simple index.html file in the websites directory.

Any idea what is going on?
