Internet connection required for localhost

For some reason I need an internet connection to access my localhost when running Xampp.
I know because my network cable kept falling out the back of my computer and when it did i couldn't access my local server.
I know this is not right! any ideas what it could be?

Hello,

sounds like your Apache is listening on the IP of the Network-Card. Look in the httpd.conf for the Listen-Option. If you use VirtualHosts you should also check your vHosts-Blocks.
