Security and phpMyadmin

Recently I've heard it was a bad practice, security wise, to sign into the server under 'root'. Also, I've read that it is a good practice to delete the privileges and create one new one.

Can I delete all that are there:

root 127.0.0.1 Yes ALL PRIVILEGES Yes
root devmac.kwm-web.info Yes ALL PRIVILEGES Yes
root localhost Yes ALL PRIVILEGES Yes

or is it good to let the 'root' remain but add a personnal one to do the admin stuff?

Any thoughts?
