xamppsecurity.php ERROR & OpenSSL Errors

When I go here, I get this error: FORBIDDEN FOR CLIENT

I also attempted to setup openSSL to secure my site. Now apache wont start. I went to this site and followed the instructions:http://www.neilstuff.com/apache/apache2-ssl-windows.htm

What does that mean and how do I fix it?

Im now getting "Multiple (Directory) arguments not (yet) supported.

Ok, I got it. I had to remove the LoadModule for Userdir.mo...

I still cant access the security screen for Xampp or access phpmyadmin.
