Open your text editor and if English is your preferred language type en on the top line, than save the file to the directory C:\xampp\htdocs\xampp as lang.tmp

Or if not English then use any of the language abbreviations in the C:\xampp\htdocs\xampp\lang directory - for example de for German or use the abbreviation of the language you used when you originally set up XAMPP.

Alternatively just create an empty file called lang.tmp and save it in the above directory, you will be asked to specify your language again just like the first time you started http://localhost.

And yet another method is to go to http://localhost/xampp/lang.php?en to create the file for the English language again.

It would seem that the lang.tmp file has been deleted, maybe when you did a disk cleanup process that usually deletes temporary files on your PC - but this may not be the only cause of this file being deleted.
