Installing SVN on XAMPP 1.64

The directions supplied with TortiseSVN for installing SVN on Apache do not correspond well wotj XAMPP 1.64. They describe some files, and directories that do not exist. My best translation of the instructions wiped out apache.

Where can I find SVN installation instructions that are for XAMPP 1.64?
