Trying to get PHP script to connect to an external site

Apologies for this but am having problems with a PHP script I have.

Basically the script uses a GET request so needs to connect to another website.

I can run this script Ok on a commercial server but can't get it to run on XAMPP. The page just goes blank when I hit the submit button and it seems to me like it is not connecting to the 'outside' as it were.

Can someone point me in the right direction so I can enable the script to connect to another website?

Is there something I need to enable in php.ini or something.

What is the form action? As in <form action="">, for example.
