MYSQL not running....but it is?!

Everytime i boot up XAMPP i get the errors

A MySQL server is not running or is blocked by a firewall!

and

A FTP server is not running or is blocked by a firewall!


XAMPP control panel says they are running and i have turned my firewall off

Does anyone know what could be causing the issue?
