Forbidden for client problem

So I just installed XAMPP and decided to secure it. I go to the security page and it says go to: http://localhost/security/xamppsecurity.php to fix security problems. I click on it and it says "Forbidden for client 0.0.0.0"
I am running the browser on the SAME computer as the server!
Server running Windows 2000

Help?

nvrmind, i just editted the php file and took out that line of code
