What is the document root directory of your web site that you have put the subdirectory that contains the ZPanel in?
usually it would be in
xampp\htdocs\websitefiles\zp\ the directory
zp directory can be your choice and would be defined when installing ZPanel.
Http:\\localhost\websitefiles\zp
would open the ZPanel index page and Apache would know where to find those files when asked for them from within your browser as the
htdocs directory is the default
Document Root.
All files and directories in the htdocs directory are accessible and will be served by Apache when called by your browser.
If you are using a domain name for your web site then you would put the ZPanel files directory (zp perhaps) into the directory that contains your web site.
http://domain.com/zp
would load the ZPanel index page.
The
README.htm in the ZPanel archive give some hints for placement.
BTW the php.ini file mentioned is in
xampp\apache\bin\php.ini file and is the default php.ini file used by the Apache server.
Configuring ZPanel after installation will give ZPanel most of the information about your servers it requires and on a default XAMPP installation you should not need to change any server configuration files except for those mention in the ZPanel README file.
