IE7 will not connect to localhost until Internet Connected

Any ideas as to why IE7 will not connect to localhost unless a connection to the Internet exists?

I use Firefox to connect to localhost, but the Internet Connection window pops up continually. While the Window is "active", localhost does not work, until I cancel the connection request, or Connect. Although not a big deal, it is rather irritating.
