Incorrect PHP function 'strftime'

The PHP function 'strftime' (settled in the XAMPP package) is apparently still not correct, because the conversie specifier '%e' does not be supported by that function. It does work properly at any webhosting. What tot do now, as I want to use that at my PC?

The specifier '%e' is not availible on Windows.
