403 error...

I have installed the latest version of xampp and when I attempt to go to http://localhost , I get a 403 forbidden error, and the same when going to the admin page for apache. how can this be fixed?

The XAMPP/Apache is really running? (or an other webserver...)

Forbidden

You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

This is a clean installataion without any changes?

- your os?
- error.log?

I didn't change anything, nor do I have any idea where to find the error.log or os

The error log is located in dhe apache/log dir.

The forbidden error sound like there's a problem with the apache config or an already existing .htaccess in the htdocs folder.

the log won't open, but it has 0kb, presumably meaning it is empty.
