Perl upgradation ot recent version - 5.30

On windows I generally use Xampp for my Perl work as I love everything packed in one.

I also code on Linux.
Due to older version of Perl in Xampp, I am unable to run the same code in linux as well as windows.
On linux I have got 5.28, but Xampp is still on Perl v 5.16 which was end of life in 2013.

So, just wanted to check is there any plan to upgrade Perl version to recent on (5.30) as I can see there is no Perl upgrade from last 7+ years and it is difficult to keep up with new code base.
