Import MySQL DB Error

Looking for some assistance with the following please.
I am moving a xampp locahost site from an older PC to a newer one. After setting up the virtual host aspect and installing xampp I transferred the root directory from the old host to the new one in the htdocs directory. I exported the MySQL DB and saved it to a memory stick. I changed the new MySQL INI file to allow 8M uploads. The SQL file is 4.2M. When I try to import the DB I get the following error
which I find very confusing!

#1062 - Duplicate entry '1' for key 'PRIMARY'
