Error in my.ini

In xampp\mysql\bin\my.ini , section [mysqld] :

## UTF 8 Settings
#init-connect=\'SET NAMES utf8\'

This line is erroneus. If we uncomment it, an error is generated. To correct it, this line must be:

init_connect='SET NAMES utf8'

Slashes and variable name are incorrect.
