PHP - Line 479

Hello. After installing Windows 8.1 and letting it install Xampp I can access my websites through localhost but when I try to update themes and plugins in Wordpress it says permission denied and refers to the files wp-admin/includes/file.php on line 479. Can anyone tell me what this is about please? Thanks. Des.
