How I use pdflib with xampp and pdflib TET

hi ,
I want to use pdflib with xampp and also the Text extractor tool of this library product but i can not find way how to do this.
Please any one have information give me the details. I also want to change the ini file but that can't reflect in phpinfo.
Please help
