can't disable TLSv1 / TLSv1.1

Hi.
I tried everything to disable

SSLProtocol All -SSLv2 -SSLv3 -TLSv1 -TLSv1.1 +TLSv1.2

or

SSLProtocol -All -SSLv2 -SSLv3 -TLSv1 -TLSv1.1 +TLSv1.2

on every virtualhost / main config file... but it doesn't work

What can I try else to solve this?

Which Xampp Version? Which Apache Version? Which OpenSSL Version?

Which config files? Please show filenames and code. Did you include mod_ssl?

mod_ssl is included, ssl is working.

SSLProtocol All -SSLv2 -SSLv3 -TLSv1 -TLSv1.1

in Apache Main configuration an virtual host.

The Problem is that i can't disable TSLv1 and 1.1 and I have no idea why.
