Apache not working for me

Hi,
I have installed xamp trying to run apache on my Mac.
at first, when I stopped the apache, typing "localhost" in my browser gave me "could not connect to server", and when I started it, it gave "it works!"
now, no matter how I stop it (with sudo apachectl stop on terminal, or using the manager OS X to stop the apache server) it still gives me "it works!".
in addition, I created index.php file, and the system cannot find localhost/index.php
I have a few httpd.conf files and I don't know which one is the right one
