Apache Version: 2.4.29
PHP Version: 7.3.16 x64 with Zend Engine v3.3.16 with Xdebug v2.9.4
I've had to upgrade the PHP installation on my local machine due to application requirements. I've copied all of the settings from my prior php.ini.
After trying to restart the Apache service, the log shows the following:

I've tried to search for troubleshooting steps to address what appears to be SSL related and am having no luck.
