Apache problem

Hi, I'm from bulgaria and I decided to become Apache Friend . I installed the newest version of XAMPP, run everithing and a two big problems showed up!

1st All my scripts filled with cyrillic text werent working exact. All the letters were sometihng like this - @$(*&@$

2nd When somebody tries to download something from the http server the transfer speed is very (ultimetly) slow. For example - a mp3 with 5 MB size is downloading for the miserable hour and a half !!!

Please help!

Az imam sushia problem s kirilicata i zatova se obrusham kum vas, ako ste namerili reshenie, molia, napishete mi kak se reshava tozi problem. Predvaritelno blagodaria!
