Issue while loading the images and css

Hi We have an environment with IIS as Webserver and tomcat as the Application server we are facing an issue while loading the images and css file which are not loading to the page till the jsp processes completely.
we areusing Apache 7.0
IIS 7.5
a 64 bit ISAPI_redirector.dll. for IIS to redirect to Tomcat
Java version used is 1.6.0_27
the images are not loading in parallel instead you find it loading only after JSP completes its processeing
Can any body here help !
