index.php not auto launching

I thought that the web server went through a sequence when opening a site:
1) look for a index.htm file and then for a index.php file.

My Windows 7 - Apache 2.2 is not doing this - it will not execute the .php script automatically.

It appears to run the script if I load it manually. And it will run phpinfo().

Any idea as to what may be needed?
