Ich habe den selben Fehler. Hier der Error-Log:

Wenn ich das richtig verstehe behauptet er, dass das File "C:\\xampp\\php\\ext\\php_pdo_sqlite.dll" nicht existiert.
Das File ist aber da. Im richtigen Folder: "‪C:\xampp\php\ext\php_pdo_sqlite.dll".

Was mache ich hier falsch?

Man bekommt die gleiche Fehlermeldung, wenn Windows eine dazu gehörende Runtime DLL nicht laden kann. Das sind meistens die Laufzeit DLLs der C-Compiler MSVCxxxxx.dll o.ä., ich weiß aber leider nicht, welche benötigt wird.

Vielen Dank an Nobbie für den Tip. Im File readme-de steht:
Wichtig! PHP in diesem Paket benötigt die Microsoft Visual C++ 2017 Redistributable Erweiterung von
http://www.microsoft.com/en-us/download/. Bitte stellen Sie sicher das die VC++ 2017
Runtime Bibliothek auf Ihrem System installiert ist.

Aufgrund dieser Bemerkung und weil ich keine Ahnung habe was Redistributable Erweiterungen sind habe ich Visual Studio installiert und gehofft, dass ich damit das Problem gelöst hätte. Leider lag ich falsch. Nachdem ich deine Meldung gelesen hatte sucht ich gezielter und bin fündig geworden. Auf der Seite:
https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
findet man den Download für das File z.B. x64: vc_redist.x64.exe. Ausgeführt und die Sache läuft

Könnte jemand das readme File anpassen?
