installing and running xampp

Hi good morning everyone.
how do in install xampp on windows 8.01 that have anti virus installed on it?
I tried to install; it installed by default but xampp is not running properly.
example when ever i stop appaches from the control panel, it shut down the control panel completely for some reason
how can i fix this problem?
