I am facing a issue with the following when tried to parse json in Drupal 8.1.0. Kindly do the needful

I have tried

-> Downloaded cacert.pem file
-> Placed the file under D:\xampp\php\ext
-> added the line curl.cainfo="D:\xampp\php\ext\cacert.pem" to php.ini
-> restarted apache
But doesn't work.
