Der Apache selbst nimmt von sich aus keinen Einfluß auf HTML und CSS, und auf der Renderengine des Browsers schon garnicht.
Das Problem ist also beim Browser zu suchen. Entweder läuft die Seite auf einer anderen Sicherheitszone (Internetoptionen -> Sicherheit) oder wird in einem anderen Standard/-Kompatibilitätsmodus angezeigt.
folgendes JavaScript ist hilfreich dabei, den Kompatibilitätsmodus der aktuellen Seite im Internet Explorer auszugeben:
