One of the greatest CMS ever, is slow on XAMPP

I am experiencing slow page loads using ocPortal CMS script on my Windows VPS XAMPP server. I installed that same script on a shared Apache/Linux server at $4.00 per mo and boy it is fast. What is going on? Some other CMS are snappy while others are slow. If I can not find a solution, I will have to leave XAMPP.
