Problems cgi-bin error 403

I am using the latest version of xampp and having problems executing cgi scripts from the cgi-bin directory
Am always getting the error

[Fri Mar 07 07:36:48 2008] [error] Options ExecCGI is off in this directory/opt/lampp/cgi-bin/first.pl

However when I change the file name first.pl to first-pl it works like perfectly. But I have scripts with .cgi and .pl extension and they are not willing to work. When testing on a box with an older version of Xampp it is working.

Permissions should not be a problem since when -pl it works not when .pl

Does anyone have any idea????
