How to fix "Operation Not Permitted" on Catalina

Hello:
I moved XAMPP + Web sites from macOS 10.10 to latest macOS Catalina 10.15.4 with Migration Assistant. But old setup did not work on latest OS.

pcfg_openfile: unable to check htaccess file, ensure it is readable


It took me hours to learn that XAMPP needs permission to access directories under new OS.

Open System Preferences. Type "security" into search, to reach "Security & Privacy"

Select Privacy tab.

I wanted to add manager-osx under files and folders. But the "plus" to add application is inactive.

I added manager-osx under "full disk access" - and everything worked.

Can someone elaborate on "added manager-osx" under full disk access? i don't see "manager-osx" anywhere in the Security & Privacy->Privacy->Full Disk Access area.
