localhost:8080 shows website but when entering IP address

localhost:8080 shows website but when entering IP address or hostname says Safari cannot connect to the server Safari can't open page xxx.xxx.xxx.xxx because Safari cannot connect to the server. So it is able to get to the loopback 127.0.0.1 but not out to the ip searchable on the www. Any suggestions? After this is resolved I will tackle port 443. Thanks.
