How to change Exec Time Limit on Xampp

I have been trying to make changes to the timeout limit because I am uploading a large file using phpmyadmin.
However, when I try to modify the file, it is tell me that I have insufficient permission to make the changes.

How can I change the file to edit the line below:

change $cfg['ExecTimeLimit'] = 300;


TO

change $cfg['ExecTimeLimit'] = 0;
