Error 403 when going to localhost

Hello! I have a trouble: after installing XAMPP, I switch to IP, which it gives me, but instead of the XAMPP window, I see a window with error 403: access denied. Has anyone encountered such a problem?
In phpmyadmin comes, on the project which lies in htdocs too.
Help me, please, I've been puzzling over this problem for a week now.
