Can someone please help?? 403 forbidden

Im new in xampp. I have install it correct but I can't see my test page.
I'm on port 8080 as they said and I can see the welcome page they got
but when I try to se my test page I got a forbidden. what do I do wrong??

url: http://localhost/mappename/index.php
byt I got this:

403 forbidden
You don't have permission to access /klingstrup/index.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
