Easy way to configure Vhost, MySql and FTP

Hi

Is there a tool or script that can:

1) Create a vhost entry in the https-vhosts.conf
2) Create a FTP account and point default to the directory of the vhost
3) create MySQL user and database
4) Add entry in the hosts file
