If you use Xampp, you cannot upgrade a single component, you have to wait for a new Xampp Release.

If you dont use Xampp, simply deinstall the old release PHP and install a new release PHP. Dont forget to backup your installation, including all configuration files like php.ini (if you need to adapt your own changes).
